Job Director of Finance & Human Resources Exemption Status: Exempt Department: Administration Date: February 2024 Job Specifications Factor Level Education: Bachelor’s degree in accounting / business administration Job Related Experience: 5 years Supervision given: None Supervision Received: President Job Summary: The Director of Finance & Human Resources is responsible for directing and controlling the finance, accounting, office operations, and functions of the St Cloud Area Chamber of Commerce, St Cloud Area Convention & Visitors Bureau, St Cloud Area Chamber of Commerce Foundation, and St Cloud Area Sports Commission. Essential Job Duties Accounting / Finance 1.Oversees budget process with guidance and approval of President. Develops implementation schedule. Directs, monitors, and supports staff to complete the budget and related notes in a timely manner. 2. Perform accounting functions with the support of staff. Tasks include, but are not limited to, data transfer, account reconciliation, accounts payable, accounts receivable, journal entries, process / record electronic payments, etc. creating monthly financial statements with related reports. Provides guidance for staff related to functions. 3. Creates, interprets, and distributes financial reports, and related details, to the Chamber staff, board members, and stakeholders. 4. Oversees audit and tax filing process, with audit and filing completed by others. Seeks out qualified member accounting firms to perform work as needed. Provides information to accounting firm(s) in order to complete work in a timely and efficient manner. Supports review and material presentation process. 5. Files and pays state sales & use tax, quarterly state & federal tax deposits. Accurately gathers data to complete and file annual Forms 1099 / 1096. Promptly responds to and correctly manages inquiries from taxing authorities. 6. Directs staff to create and review invoices and statements from database system. Staff to route documents and related reports to leadership for approval, then distribute / mail / email documents to members. Makes recommendations as to processes related to collections, write off income, etc. Human Resources 7. Maintains all human resource related documents (benefit policies, personnel files, workers compensation claims, retirement plan documents, etc.) 8. Works with vendor, via software application, to processes payroll, track benefit time, distribute W-2, filing quarterly payroll returns, etc. Makes employee / employer contributions to benefit plans (retirement, HSA, FSA) in a timely manner. 9. Works with President to update and maintains the Human Resources Policy Manual. 10. Administers employees’ benefits program, including flexible benefits, insurance plans, and retirement plan. Works with member vendors to seek out options, purchase, and maintain benefit coverage including medical, dental, flex spending (medical, limited medical, and dependent care), health savings, life, short term / long term disability coverage, accidental death & dismemberment coverage. Communicates plans and open enrollment process with staff. Updates plan requirements, parameters, and coverage, adding / deleting coverage, as needed. Acts as a liaison with employees, agents, and providers. Maintain plan documents, policies, etc. 11. Provides new hire administrative orientation, working with staff to complete documents required to begin employment and enroll in benefits plan. 12. Maintains knowledge of and implements employer mandated compensation, benefits, and working conditions as directed by government entities. General Administration 13. Develops, implements, and controls office operations and budgets. Develops and manages standard operating procedures as needed. 14. Assists with hiring, providing orientation, and developing employees in his/her area of responsibility. 15. Works with staff to conduct research of membership dues and e vent fe es. A na ly ze s i nformat io n a nd fi sc al impa ct . P rovid es re comme nda ti ons rel at ed to dues structure, event fees, and policy interpretation. 16. Manages IT support relationships and equipment. Assists in maintaining software and periodically reviews for upgrades, making recommendations as appropriate. 17. Provides review of overhead and operational expenses, functionality of space and equipment, opportunities for income, etc. to maximize effective performance on behalf of members. Makes recommendations to President with opportunities for improvements. 18. Seeks out, recommends member agency, and specifications for commercial coverage insurance (liability, property, directors & officers, and workers compensation). Maintain coverage policies. 19. Manages records retention, securing destroying documents no longer required in a timely manner. Non-Essential Job Duties 20. Seeks out opportunities to represent the organization at public events. Assist with execution of a few events throughout the year (i.e., Star Celebration, Business Awards Luncheon, etc.) 21. Performs related work as required.
