Job Summary The pay rate for this position will depend upon qualifications and certifications/license held. Identify, classify, appraise, and maintain property in assigned jurisdiction(s). Classes of property may include: Residential, Multi-Family Residential, Commercial/Industrial, Seasonal, Agricultural, Personal Property (manufactured homes and RV Trailers), and Tax Exempt. Defend the assessment in the annual chain of appeals. Essential Duties and Responsibilities These examples of typical duties do not include all possible tasks for this classification and do not limit the assignment of related tasks. Regular attendance according to the department's approved work schedule is required for all Sherburne County positions. 1. Estimate market value for ad valorem tax purposes and re-assess 1/5th of territory annually. 2. Appraise new construction from new permits 3. Measure, gain access to, and inspect improvements. Judge quality of workmanship, materials, and architectural design. 4. Determine type and amount of physical, functional, or economic depreciation. 5. Apply the three approaches to value (Cost, Market, and Income Approach). 6. Maintain the Computer Aided Mass Appraisal System (CAMA) and manual historical records. 7. Classify all property based upon its use according to Minnesota Statute 273.13. Review, approve or deny applications for homestead, midyear homestead. 8. Maintain a sales ratio study. 9. Input field data, create Apex drawing and download digital photos. 10. Manage market areas for land and building trends along with neighborhoods, by means of reviewing cost tables. This process is done with the aide of the County Assessor or Deputy Assessor. 11. Investigate and make recommendations to approve or deny abatement applications for homestead, local option and disaster. 12. Attend Local and County Board of Appeal and Equalization meeting(s). Minimum Qualifications An individual must meet the minimum qualifications as stated below to qualify for the Residential Assessor position (Starting Pay: $23.56/hour) - High School Diploma or equivalent - Two years of technical certification or appraisal experience or related - Must obtain a Certified Minnesota Assessor License (CMA) within 2 years of employment through the Minnesota State Board of Assessors - Must possess a valid driver's license An individual must meet the minimum qualifications as stated below to qualify for the Appraiser Trainee position (Starting Pay: $22.02/hour) - High School Diploma or equivalent - Two years of customer facing work experience - Must obtain a Certified Minnesota Assessor License (CMA) within 2 years of employment through the Minnesota State Board of Assessors - Must possess a valid driver's license Supplemental Information Desirable factors that will be considered include: knowledge of legal processes, including an understanding of assessment laws, practices, and procedures, general knowledge of State Statutes, City/Local Ordinances, and the nature of legal rules and concepts as they apply to assessing, knowledge of construction, blueprint reading, and interpretation. Pay ranges by certification/qualifications: - Accredited Assessor: $26.99 - $37.78 per hour - Certified Assessor: $23.56 - $33.01 per hour - Appraiser Trainee: $22.02 - $30.83 per hour This position will be posted until filled.
