This is a full-time position with the intended 2021 hiring wage of $23.20 per hour. Candidates who meet the minimum qualifications are encouraged to apply regardless of skill and experience level. JOB SUMMARY: Provide engineering assistance and support to the Public Works Department in the area of construction plans, specifications, project designs, surveying, material testing, construction inspection, and bridge safety inspection. Essential Duties and Responsibilities The below descriptions include both those for Civil Engineering Technician (CET). The following duties are normal for this position. These duties are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this position. These duties are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned . Conduct field surveys to gather data for construction plans. Coordinate projects with MnDot, DNR, Army Corps of Engineers, State Historical Society, MPCA, cities, townships and other governmental entities. Provide preliminary and construction staking/surveying for all elements of highway/bridge construction Inspect and document construction activities, quantities, and all material quality needed on projects. Conduct compliance tests for soils, aggregates, bituminous, concrete, and other. Independently monitor and inspect the progress and construction methods to ensure projects meet specifications as well as local/state/federal guidelines, standards and laws. Assist with MPCA MS4 Annual Inspections and permit requirements as necessary. Prepare final records and close out contracts on highway construction projects. Perform duties using GPS and Survey Systems. Develop and maintain respectful and cooperative working relationships. Regular attendance according to the department's work schedule. PREFERRED DUTIES AND RESPONSIBILITIES Design construction plans, specifications and estimates using design software. Prepare preliminary project designs such as horizontal and vertical alignment, intersection layouts and turn lane areas. Perform computer aided design of highways. Assist in the preparation of reports, letters and other documents regarding the design or pending construction of highway improvement projects (i.e. study reports, wetland projects). Minimum Training and Experience Required Education and Experience: Associate's Degree in civil engineering or related area (or the equivalent combination of education and experience). License and Certification: Valid MN driver's license while operating vehicle on county business The ability to obtain MNDOT Certifications within 12 months of date of hire Minimum Abilities Required to Perform Essential Functions Physical Requirements: Tasks involve the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (25-35 pounds). Judgment and Situational Reasoning Ability: Must possess ability to solve problems and determine appropriate course of action. Must possess ability to interpret a variety of instructions furnished in written, oral, diagrams or schedule forms. Communication Skills: Requires the ability to communicate effectively and professionally with Public Works staff, other county employees, contractors and the public. Environmental Adaptability: Work is normally required to be performed both in the office and in the field. Headaches, eyestrain, carpal tunnel syndrome, and related occupational hazards associated with computer work reflect the most common potential for injury within the office.
