The Director of Affordable and Transitional Housing is a member of the Catholic Charities Leadership Council. MAJOR JOB RESPONSIBILITIES - Responsible for Overall Administration and Planning of Affordable and Transitional Housing programs: - Establishes, monitors, and reviews program objectives and performance based on established standards. - Establishes, monitors and reviews long range and strategic plans. - Provides leadership to staff of Affordable and Transitional Housing programs related to the Mission, Values, Vision, and goals of Catholic Charities. - Complies with federal, state, and local legal requirements by studying existing/new legislation and licensure requirements; enforces adherence to requirements; completes required legal, licensure, and employment compliance reporting; and coordinates/responds to any compliance/licensure visits. - Responsible for researching, planning, and implementation of sustainable programs and services as specified in the Catholic Charities strategic plan. - Provide direction to program managers in expansion, development, and integration of services to provide a continuum of care and services to clients. - Responsible for Program Service Delivery within Affordable and Transitional Housing Programs: - Maintains and monitors appropriate licensing and accreditation standards related to all Affordable and Transitional Housing programs. - Establishes, monitors, and reviews appropriate quality assurance, quality improvement and program evaluation plans. - Responds appropriately and in a timely fashion to various inspections conducted by Housing and Urban Development (HUD), Rural Development, Minnesota Housing Finance Agency, Affordable Housing Connections (Tax Credit and Program Development), mortgagors, fire and city officials. - Oversees large capital improvements for apartment complexes including securing funds and supervising work. - Responsible for Financial Management of Affordable and Transitional Housing programs: - Establishes, monitors, and reviews program budgets for Affordable and Transitional Housing - Monitors revenue and expenses for Affordable and Transitional Housing programs and ensures appropriate adjustments to meet financial performance standards. - Develop financial sustainability of programs and services through funding sources such as contracts, grants, private foundations, governmental funding, and rent collections. - Coordinates with Finance Department and Organizational Advancement Department activities related to donor activity, grants, and other financial reporting requirements. - Responsible for Supervision and Direction of Affordable and Transitional Housing Management Team: - Provides administrative and supervisory oversight to all Affordable and Transitional Housing Management Team staff. - Responsible for ongoing supervision and at least annual formal evaluation of Affordable and Transitional Housing Management team members. - Recruits, hires, evaluates, and supervises appropriate staff. - Provides orientation/onboarding of all new direct reports. - Provides program specific direction to programs. - Meets regularly with program supervisors to review fiscal status, program objectives, and program performance based on established standards. - Establishes and maintains a work environment characterized by innovation and efficiency. - Assesses staff development needs and ensures an appropriate staff development process within Affordable and Transitional Housing programs. - Responsible for Marketing, Public Relations and Fund Raising of Affordable and Transitional Housing programs in collaboration with Organizational Advancement: - Establishes, monitors and reviews public relations and marketing planning related to Affordable and Transitional Housing. - Coordinates efforts in public relations, marketing and fund raising with Organizational Advancement. JOB QUALFICATIONS: Education: Bachelor’s Degree in Human Services or related field required Job Related Experience: Seven years of increasingly responsible and related administrative and managerial experience.
